Is China doing “agricultural bio-terrorism” in the United States?

The USDA today warned its compatriots of seeds in small packages that have been mailed nationwide in recent days. The recipients have not ordered these packages. The seed packages should not be opened or the contents should be sown.
This could be "agricultural bio-terrorism". It may also be just a stunt or a new form of internet marketing.
The seed could cause environmental damage, according to Washington.
So far, citizens in at least eight US states have received these packages in different sizes, packaging, or colors. The content could contain species that are incompatible with humans and animals.
So far, the authority has not had enough information whether the content is just a prank or an Internet fraud. The current political tensions between the United States and China could also be “agricultural bio-terrorism”. In any case, it is an unauthorized placing of seeds on the market and it is punishable.
The Chinese authorities said that such unwanted throwing shipments are prohibited in China.Parcel tracking is obviously fake.
US citizens are asked to secure such packages in plastic bags and to contact the authorities. The shipments are used as evidence in law enforcement.
