MiFID2: Stricter position limits for many investors

To avoid a too much influence of speculators on food prices, the European Commission intends to stricter position limits for many market participants. She presented already a regulation last summer, after each individual participant on futures exchanges should be limited.
Now, there's also an implementing regulation for the new MiFID2 - rules. Is the supervisors get specifications, as are position limits to regulate.
The EU Agriculture Commissioner Phil Hogan sees better opportunities for agriculture, to hedge on public futures exchanges risks with the additional regulation. Agricultural Futures offer appropriate instruments against increasing price volatility.
The new MiFID2 rules should enter into force on the 3rd January 2018.
Critics contend should make not too heavy access the speculators to the futures exchanges, maintain the liquidity in the market.
